A projection of access
The Chamber is the desktop a member of hospital staff works from, and the dock is the strip of full-screen tools along its edge. The dock is a projection of one access decision, drawn fresh for the person who signed in, rather than a fixed menu the whole hospital shares.
Pensieve decides every read and every write through a single authorisation step, and the interface a person sees is a rendering of what that step permits. The dock carries the actions open to the signed-in person and leaves the rest aside, so the desktop reads as their own work rather than a general catalogue.
What draws the dock
Access rests on two things together: the person's role, and their relationship to the patient or the work in front of them. Cirith Manager holds this decision for the platform, so a clinical action opens once the role and a current care relationship agree, and the reason to act travels with the action.
Role alone opens a general capability, such as searching for a patient by name. A view onto one patient's record opens through the care relationship that admission and consent establish, so the dock stays tied to a live reason to act.
One decision, every surface
The dock, the tools it opens, and the widgets a person pins all resolve against the same access decision, so the surfaces stay consistent with one another. A person who holds an action reaches it wherever it appears, and the dock carries the set that matches their access at that moment.
This is why two members of staff at neighbouring workstations meet different docks. The desktop is the same product for both, and each dock reflects the distinct set of actions its owner holds.

Why does my dock differ from a colleague's?
The dock reflects the actions each person holds. Your role and your care relationships resolve to one set; a colleague's resolve to another, so the two docks carry different tools.
Does the dock change during a shift?
Yes. As a care relationship opens or a roster moves a person to another ward, the access decision shifts with it, and the dock follows.
Is the dock a list of every tool?
The dock carries the tools a person can act in. A tool a role holds no action within stays off that person's dock.
